Registration as a Skip Operator

The Building Control Section of Newcastle City Council is responsible under the terms of Section 139 of the Highways Act 1980 for the issuing of skip permits for skips placed on the highway.

Requests to place a skip on the highway will not be accepted from the person(s) hiring a skip. Requests for skip permits must be made by a skip operator who if they wish can be registered with the Local Authority in respect of skip permits.

It is the intention to hold a register of Skip Hire Contractors and should a company wish to use this facility then they can complete the Registration of Skip Hire Operator’s Declaration Form and return it to Newcastle City Council’s  Building Control Section with he annual administration charge of £50.00 (currently under review). Cheques should be made payable to Newcastle City Council. 

As part of the registration process it is necessary for the Council to establish the address and registered office of the skip hire contractor submitting the application together with the level of Public Liability Insurance currently carried by the company (The minimum level is required to be not less than £5 million).

Registering with the Council streamlines the procedure both for the Operator and the Local Authority by avoiding the necessity to provide details of the company’s registered address and insurance cover with each individual application and having to pay for each individual permit when submitted.  The current permit charge is £15.00 (per skip for each 28 day period the skip is deposited on the highway. A registered company will be invoiced on a monthly basis.

Does Tacit Consent Apply?

Yes.  This means that you will be able to act as though your application is granted if you have not heard by the end of the target completion period which is 5 days from the date of submission of all correct and relevant information.
