All animal movements are controlled by general licence. In addition to the general licence, movement of deer, sheep and goats must be accompanied by a completed AML1 form and movement of pigs by an AML2 form. Movement must be reported to Local Authorities using the form AML 1/2 within 3 days of the movement taking place.
Forms need to be completed in triplicate. One copy is to be retained by the owner of the animals, two copies to the person buying the animals, one of which should be forwarded to the City Council.
DEFRA Animal Health and the British Pig Executive (BPEX) are about to launch a system to allow the electronic reporting and recording of pig movements. Eventually (from October 2011), local authorities will no longer be responsible for recording pig movements on AMLS. This will instead be carried out by the pig industry/BPEX via the 'eAML2' system.
There will be a need for local authorities to register for access to records held by BPEX. Local authorities will still be responsible for enforcing the relevant legislation (PRIMO). Movements to shows will be recorded manually onto the BPEX database by BPEX from October 2011 and then electronically recorded in 2012.
