Anyone who is registered to vote can apply to have their vote sent to their home, or any other address, on a permanent basis for any reason. Postal votes are usually sent out 1-2 weeks before the day of election. You can also apply to have your vote temporarily sent to a different address (i.e. holiday address) for any elections held during a specified time.
